Write-to-release (WTR) is

[a] general approach whereby intelligence reports are written in such a way that sources and methods are protected so that the report can be distributed to customers or intelligence partners at lower security levels. In essence, write-to-release is proactive sanitization that makes intelligence more readily usable by a more diverse set of customers. The term encompasses a number of specific implementation approaches, including sanitized leads and tearline reporting.[1]
