Wireless Communication and Public Safety Act of 1999 (also known as the 911 Act), Pub. L. No. 106–81 (Oct. 26, 1999) (full-text).
The Act required the establishment of the enhanced 911 system and mandated that 911 serve as the emergency number for non-landline phones as well. It was an amendment to the Communications Act of 1934 as amended by the Telecommunications Act of 1996.
