This report was presented to the "Working Party on Telecommunication and Information Services Policy" ("TISP") (now the Working Party on Communication, Infrastructures and Services Policy (CISP)) at its meeting in September 1997. It looks at the challenges for regulatory frameworks of the development of webcasting. It addresses the question of how policy makers can enable the tremendous potential of convergence to be applied for economic and social development, while maintaining an even-handed approach toward the regulation of traditional communication services.
