Voluntary consensus standards are

These standards include provisions requiring that owners of relevant intellectual property have agreed to make that intellectual property available on a non-discriminatory, royalty-free or reasonable royalty basis to all interested parties.||”|
"For these voluntary consensus standards, OMB Circular A-119 outlines provisions that require that the relevant intellectual property owners have agreed to make that intellectual property available on a non-discriminatory, royalty-free, or reasonable-royalty basis to all interested parties. As defined in the OMB document, voluntary consensus standards bodies . . . have the following attributes: 1) openness, 2) balance of interest, 3) due process, 4) a process for appeals, and 5) consensus."
