Utilities are

[c]omputer programs designed to perform maintenance work on the system or on system components — for example, a storage backup program, a disk or file recovery program, or a resource editor.[1]
[c]omputer programs which provide commonly needed services, such as transferring data from one medium to another (cards-to-tape), and character conversion. Vendors of large computer systems commonly supply a set of utilities with their systems.[2]
