Universal Core (UCore) is

[a]n interagency information exchange specification and implementation profile. It provides a framework for sharing the most commonly used data concepts of "who, what[,] when, and where". UCore serves as a starting point for data level integration and permits the development of richer domain specific exchanges. UCore was developed in concert with NIEM program office, and is a collaborative effort between Department of Defense (DOD), DOJ, DHS and the Intelligence Community.[1]

"Designed to be simple to understand, explain and implement, UCore is a federal information exchange specification that supports the White House's National Strategy for Information Sharing.

UCore V2.0 was released on March 31, 2009."[2]
