[t]he seamless integration of voice, video, and data services delivered ubiquitously across a secure and highly available network independent of technology infrastructure to provide increased mission effectiveness to the warfighter and business communities. Unified capabilities integrate standards-based communication and collaboration services including, but not limited to, the following:
