Telecommunication policies are made by the Congress, by the Court, by the President and the Assistant Secretary of Commerce for Communications and Information with respect to the agencies and establishments of the Federal Government, and by the Federal Communications Commission for the public. Policy is made through treaties to which the United States adheres with the advice and consent of the Senate, through executive agreements, by executive departments and agencies in the discharge of their telecommunication responsibilities, and by custom and precedent.

These policies may be separated into three categories: National telecommunication policy; Telecommunication policy applying to the agencies and establishments of the Federal Government; and Federal Communications Commission telecommunication policy.
