A submarine cable is "a cable laid beneath the sea to carry telecommunications under stretches of water."[1]

"Submarine cables located on the continental shelf may constitute cyber infrastructure because data are transmitted through them. They are governed by traditional rules of jurisdiction deriving from their ownership, as well as by other aspects of international law, such as the Law of the Sea Convention and Article 54 of the Hague Regulations."[2]
