Steady state is

[a] characteristic of a condition, such as value, rate, periodicity, or amplitude, exhibiting only negligible change over an arbitrarily long period of time.[1]

U.S. National Infrastructure Protection Plan Edit

In the context of the National Infrastructure Protection Plan (NIPP), steady-state is the posture for routine, normal, day-to-day operations as contrasted with temporary periods of heightened alert or real-time response to threats or incidents.[2]
