Stakeholder security requirements are

[t]he security-relevant stakeholder requirements. Stakeholder security requirements specify: (i) the protection needed for mission/business information, processes, functions, and systems; (ii) the roles, responsibilities, and security-relevant actions of individuals that perform and support the mission/business processes; (iii) the interactions between the security-relevant system elements; and (iv) the assurance that is to be obtained in the system.[1]
