Stakeholder requirements are

[r]equirements that specify stakeholder operational, protection, safety, and other needs, expectations, and constraints for systems to support the mission/business. The stakeholder requirements are formalized by the systems engineering team as part of the requirements elicitation process and presented to the stakeholders for validation.[1]
