Overview[]

The Special Rapporteur on the Promotion and Protection of the Right to Freedom of Opinion and Expression was established in 1993[1] by the UN Commission on Human Rights.

Part of the Special Rapporteur's mandate is to clarify the precise content of the right to freedom of opinion and expression and he has addressed the issue of the right to information in most of his annual reports to the Commission since 1997.[2]
