This report recommended that public utility commissions should define the information which utilities will collect, determining with whom and for what purpose it should be shared, and assess the need for protecting the data. While allowing states to develop their own policies may be accomplished more quickly, the report also advocates for a national approach to Smart Grid privacy issues.
