A security certification is

a certification issued by certification authority to indicate that a person has been investigated and is eligible for access to classified data to the extent stated in the certification.

[a] technical analysis and formal declaration by an agency official that an application or system meets all applicable federal policies, regulations, and standards, and that safeguards are adequate for the application.[2]
