This paper seeks to help international policymakers, diplomats, information and communications technology (ICT) companies, and the private sector generally understand the important issues surrounding cybersecurity norms development and their unique roles in creating and implementing these norms.

The paper also recommends specific cybersecurity norms that could realistically gain international acceptance in the near term. If accepted and implemented, these key recommendations for norms governing cyber crime and cyber war would likely create a more secure cyberspace in the 21st century.
