Secondary data uses are

[u]ses of personally identifiable information for purposes other than those for which the information was originally collected. The Organization for Economic Cooperation and Development's (OECD) Fair Information Practice Principles (FIPPs) state that a person can provide personally identifiable information for a specific purpose without the fear that it may later be used for an unrelated purpose without that person's knowledge or consent.[1]
