A public network (PN) is

a country's telephone system, including local loops, exchanges, trunks, and international links for providing telephone service to the general public.[1]
the backbone of the NII and supports virtually all NS/EP telecommunications and information systems requirements. The PN includes

any switching system or voice, data, or video transmission system used to provide communications services to the public (e.g., public switched networks, public data networks, private line services, wireless services, and signaling networks).[2]
