A procedure is

[a] method of performing an operation or a manner of proceeding on a course of action. It differs from policy in that it directs action in a particular situation to perform a specific task within the guidelines of policy. Both policies and procedures are goal-oriented. However, policy establishes limits to action, whereas procedure directs responses within those limits.[1]
a group of methods, consisting of all the steps that are taken to record, analyze, transmit, and store information needed to serve a single, specific purpose.[2]
a detailed step-by-step, task-level definition of actions required to achieve a certain result.[3]
