Privatizing is

[t]he process of taking an established function performed by Government employees, often utilizing government facilities, and transforming it into a private sector enterprise over which the Government no longer has control. With privatization, the Government no longer has responsibility for the quality, timeliness, and accuracy of the privatized activities.[1]
