Overview[]

The Act abolished the existing U.S. Post Office Department, a cabinet-level department, and created the United States Postal Service, an indendent, corporation-like agency with an official monopoly on the delivery of mail in the United States.

Privacy[]

The Act provides that no officer or employee of USPS shall make available to the public by any means or for any purpose any mailing or other list of names or addresses of postal patrons or other persons, except for census purposes or as otherwise specifically provided by law.

It exempts from mandatory FOIA disclosure the name or address, past or present, of any postal patron. It also exempts from mandatory FOIA disclosure any information of a commercial nature that would not be disclosed under good business practice.
