A patent attorney is

a lawyer who can legally represent an inventor or patent applicant when dealing with the U.S. Patent and Trademark Office. Unlike a patent agent, the patent attorney does not necessarily have a scientific background, although many do. The patent attorney is usually, but not necessarily, admitted to practice before the USPTO.[1]
[a] registered professional with certain technical and legal qualifications, who is also an attorney. Patent attorneys are permitted to represent other people before the USPTO] with respect to their patents and patent applications, and are also permitted to represent other people in the federal courts with respect to lawsuits.[2]
