Over-classification is

the designation of information as classified when the information does not meet one or more of the standards for classification under section 1.1 of Executive Order (EO) 13526. In other words, over-classification is either treating unclassified information as if it were classified, or classifying information at a higher level of classification than is appropriate.[1]
