An Original Classification Authority (OCA) (also called an original classifier) is

[a]n individual's position, which has been authorized in writing, either by the President, Secretary of the Army, or the HQDA, DCSINT, to originally classify information up to and including a certain classification level.[1]
an individual authorized in writing, either by the President, the Vice President, or by agency heads or other officials designated by the President, to classify information in the first instance.[2]

Overview Edit

"OCA officials convey their classification decisions by marking the original document (or source document) or, more often, by capturing the classification decision in a security classification guide. Once an OCA official classifies information, that information may be paraphrased, extracted, or summarized, which is known as a derivative classification decision."[3]
