An Original Classification Authority (OCA) (also called an original classifier) is

"OCA officials convey their classification decisions by marking the original document (or source document) or, more often, by capturing the classification decision in a security classification guide. Once an OCA official classifies information, that information may be paraphrased, extracted, or summarized, which is known as a derivative classification decision."
