PDD-62 established the Office of the National Coordinator for Security, Infrastructure Protection and Counter-Terrorism. The National Coordinator was tasked with overseeing the broad variety of relevant policies and programs, including such areas as counterterrorism, protection of critical infrastructure, preparedness and consequence management for weapons of mass destruction. The National Coordinator was to work within the National Security Council, report to the President through the Assistant to the President for National Security Affairs and produce for him an annual Security Preparedness Report. The National Coordinator was also to provide advice regarding budgets for counterterrorism programs and lead in the development of guidelines that might be needed for crisis management.
