Networthiness certification is

[t]he Army's networthiness certification process [that] incorporates and demonstrates the completeness of guidance, formats, and practices such as the Army knowledge enterprise; the Command, Control, Communications, Computers and Intelligence Support Plan (C4ISP); the DIACAP; and existing developmental and operational test requirements.[1]
