The national information and communications networks

consist of a collection of mostly privately owned networks that are critical to the nation's security, economy, and public safety. The communications sector operates these networks and is comprised of public- and private-sector entities that have a role in, among other things, the use, protection, or regulation of the communications networks and associated services (including Internet routing).[1]
