Overview[]

The National Telecommunications Support Plan (NTSP) (also known as the National Plan for Telecommunications Support in Non-Wartime Emergencies) serves as a basis for planning and use of national telecommunications assets and resources in support of the provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

The NTSP is issued by the Director, Office of Science and Technology Policy (OSTP), Executive Office of the President, in accordance with National Security Council policy direction, and is applicable to all Federal agencies.

The NTSP contains the authority for the National Communications System (NCS) to develop plans and coordinate and manage telecommunications support for Federal organizations in non-wartime emergencies. This authority is derived from Executive Order 12472, Assignment of National Security and Emergency Preparedness Telecommunications Functions (Apr. 3, 1984).
