The National E9-1-1 Implementation Coordination Office (ICO) was created by the Ensuring Needed Help Arrives Near Callers Employing 911 Act of 2004 (ENHANCE Act),[1] to be jointly administered by the NTIA and the National Highway Traffic Safety Administration. Its was tasked to prepare a national plan for migration to Next Generation 911 (NG9-1-1) and to identify possible actions for Congress to take in advancing goals identified through the planning process.

Its Final Report[2] was delivered in September 2009.
