The National Computer Security Assessment Program is

[a] program designed to evaluate the interrelationship of empirical data of computer security infractions and critical systems profiles, while comprehensively incorporating information from the CSTVRP. The assessment will build threat and vulnerability scenarios that are based on a collection of facts from relevant reported cases. Such scenarios are a powerful, dramatic, and concise form of representing the value of loss experience analysis.[1]
