The National Infrastructure Protection Board (NIPB) was created by the FBI to investigate threats and protection the national information infrastructure. The NIPB had two conflicting roles:

  1. The role of getting voluntary business cooperation on data protection; and
  2. The role of potentially taking criminal action against businesses regarding the possible use of data obtained by terrorists.

In February 2003, the Bush Administration dissolved the NIPB as part of a merger with the White House Critical Infrastructure Protection Board and the Commerce Department's Critical Infrastructure Assurance Office under the Department of Homeland Security.
