The National Infrastructure Protection Board (NIPB) was created by the FBI to investigate threats and protection the national information infrastructure. The NIPB had two conflicting roles:
- The role of getting voluntary business cooperation on data protection; and
- The role of potentially taking criminal action against businesses regarding the possible use of data obtained by terrorists.
In February 2003, the Bush Administration dissolved the NIPB as part of a merger with the White House Critical Infrastructure Protection Board and the Commerce Department's Critical Infrastructure Assurance Office under the Department of Homeland Security.
