Multics (MULTiplexed Information and Computing Service) was

a multiuser operating system developed in the mid-1960s by MIT, GE, and Bell Laboratories that featured elaborate access controls.[1]

It was "the first commercial operating system that was developed . . . with security as a design goal."[2]
