A moderate confidence level

generally indicates that the information being used in the analysis may be interpreted in various ways, or that the IC has alternative viewpoints on the significance or meaning of the information, or that the information is credible and plausible but it is not sufficiently corroborated to warrant a higher level of confidence.[1]
