Definitions

A mobile virtual network operator (MVNO) is

[a] compan[y] that provides mobile phone services, but do not have their own licensed frequency allocation of radio spectrum, nor the infrastructure required to provide mobile telephone service. A MVNO attains access through agreements with mobile network operators to obtain bulk access to network services at wholesale rates, and then sets retail prices independently.[1]
[a] mobile service provider that leases/uses the network infrastructure of a major mobile carrier.[2]
