Mission-critical information is

[p]lain text or machine-encoded data that, as determined by competent authority (e.g., information owners), has high importance related to accomplishing a . . . mission and requires special protection because unnecessary delays in processing could adversely affect the ability . . . to accomplish such missions.[1]
[a]ny information processed, transmitted, stored, or displayed within or over an intelligence information system that is determined to be essential to the operational readiness or mission effectiveness of the intelligence community or its components, where essential refers to information related to any function, the loss of which would slow, impede, or stop the basic operations of the intelligence community.[2]
