Metering means

provide a metering capability at some level of abstraction appropriate to the type of service (e.g., storage, processing, bandwidth, and active user accounts).[1]
The process of measuring the temporal properties (e.g., rate) of a traffic stream selected by a classifier. The instantaneous state of this process may be used to affect the operation of a marker, shaper, or dropper, and/or may be used for accounting and measurement purposes.[2]
