Department of Homeland Security & Department of Defense, Memorandum of Agreement Between the Department of Homeland Security and the Department of Defense Regarding Cybersecurity (Sept. 2010) (full-text).

Overview Edit

The purpose of the Agreement is to set forth terms by which DHS and DoD will provide personnel, equipment, and facilities in order to increase interdepartmental collaboration in strategic planning for U.S. cybersecurity, mutual support for cybersecurity capabilities development, and synchronization of current operational cybersecurity mission activities. Implementing this Agreement will focus national cybersecurity efforts, increasing the overalI capacity and capability of both DHS's homeland security and DoD's national security missions, while providing integral protection for privacy, civil rights, and civil liberties.

It clarifies how the National Security Agency (NSA) will support DHS in its cybersecurity efforts, allowing NSA's technical and intelligence capabilities to be used for homeland defense. Under the DOD-DHS Memorandum of Agreement, NCCIC is assisted by a Cryptologic Support Group from NSA that provides access to specialized intelligence and technical skills.[1]
