A management message is a message used for maintaining communications between a subscriber station/mobile subscriber and a base station, i.e., establishing communication parameters, exchanging privacy settings, and performing system registration events (initial network entry, handoffs, etc.). These messages are not encrypted and are susceptible to eavesdropping attacks.
