Overview Edit

This management directive unifies the internal and external responsibilities of the Officer for Civil Rights and Civil Liberties (or Officer) and clarifies the manner in which the Department of Homeland Security will execute the requirements of Section 705 of the Homeland Security Act of 2002.

This management directive also establishes the role of the Office of the Chief Counsel for Civil Rights and Civil Liberties within the Office for Civil Rights and Civil Liberties (CRCL), which provides legal advice to the Officer and whose attorneys report to the General Counsel.
