Jailbreaking (also called rooting) an electronic device means to circumvent software locks in order to install an unapproved program on the device.

Jailbreaking is

[t]he process of attaining privileged control (known as 'root access') of a device running the Apple iOS operating system that ultimately allows a user the ability to alter or replace system applications and settings, run specialized applications that require administrator-level permissions, or perform other operations that are otherwise not allowed. DMCA[]

Jailbreaking would generally be prohibited by the anti-circumvention provisions of the DMCA. However, the DMCA provides the Librarian of Congress with the power to exempt certain activities from the anti-circumvention provisions, which it has done with regard to jailbreaking cellphones.
