The U.S. Department of Defense's Investment Review Boards (IRBs) serve as the oversight and investment decision-making bodies for those business capabilities that support activities under their designated areas of responsibility. They review and recommend certification for all business systems modernization investments costing more than $1 million that are integrated and compliant with the business enterprise architecture (BEA).
