The International Cable Protection Committee (ICPC) is

[a]n organization of cable operators based in the U.K. whose principal purpose is to promote the safeguarding of submarine cables against man‐made and natural hazards. ICPC also provides a forum for the exchange of technical and legal information pertaining to submarine cable protection methods and programs.[1]
