An internal actor(s) refers to

[i]ndividuals (users, applicants, credential holders, etc.) that primarily consist of employees and contractors of an agency, but also include any fellows, interns, researchers or other individuals tightly affiliated with an agency. These are users who have a primary affiliation to the agency, and for whom the agency typically collects digital identity records and provides credentials such as PIV cards.[1]
