Interlaced scan is

[a] technique which first shows all the even lines of the TV picture or frame, and then shows all the odd lines of the frame. Each set of lines corresponds to one field. This allows the picture to be shown without flicker while reducing the total bandwidth necessary to transmit the picture.[1]
