Overview[]

The Interagency Committee on Intelligence (ICI), a group chaired by J. Edgar Hoover, then Federal Bureau of Investigation (FBI) Director, was established to examine the possibility of secretly removing the legal restraints on the CIA, FBI, NSA, and other U.S. intelligence agencies so they could spy on U.S. citizens. In 1970, President Nixon authorized the plan, but revoked it five days later after being warned by the U.S. Attorney General that it was illegal.
