An interactive video data services (IVDS) is

a communication system, operating over a short distance, that allows nearly instantaneous two-way responses by using a handheld device at a fixed location. Viewer participation in game shows, distance learning and e-mails on computer networks are examples.[1]
[a] point-to-multipoint, multipoint-to-point, short distance communications service capable of providing information, products, or services to and allow interactive responses from subscribers in the licensee's service area.[2]
