An intelligent electronic device (IED) is

[a]ny device incorporating one or more processors with the capability to receive or send data/control from or to an external source (e.g., electronic multifunction meters, digital relays, controllers).[1]
a "smart" sensor/actuator containing the intelligence required to acquire data, communicate to other devices, and perform local processing and control. An IED could combine an analog input sensor, analog output, low-level control capabilities, a communication system, and program memory in one device.
