[t]he rapid development and allocation of a temporary means (based on an operational requirement) to overcome detection, collection, and processing gaps that are validated in an intelligence survey. These means include developing or modifying existing components of a current system or developing a new stand-alone system to supplement baseline intelligence capabilities.[1]
