This memorandum provided guidance to ensure that intelligence information is produced, disseminated, and made [[accessible] to meet the Intelligence Community's "Responsibility to Provide." This memorandum requires that the IC meet its obligation to provide and make available timely warning, analytic insight, and intelligence information to all customers and other intelligence components as needed to meet national security objectives, while protecting intelligence information and intelligence sources and methods.
