An integrated master plan

provides an event-based hierarchy of program events, with each event supported by accomplishments and each accomplishment associated with specific criteria to be satisfied for its completion. The plan is normally part of the contract and is therefore contractually binding. A program's work breakdown structure defines in detail the work necessary to accomplish a program's objectives, including activities to be performed by both the government and contractors.[1]
